All payments and title transfers must be made at Alaska Premier Auctions & Appraisals before scheduling any pick-up appointments with Fred’s Towing & Recovery. 2. The registered owner or transferee of an impounded vehicle is prohibited from bidding on the vehicle at auction unless expressly given written permission by Fred’s Towing & Recovery prior to bidding. If expressly given written permission by Fred’s Towing & Recovery prior to bidding, the registered owner or transferee of a vehicle who is the winning bidder, hereafter referred to as the Buyer, at auction must pay all of the hammer price, buyer’s premium, and title transfer fee associated with the vehicles they purchase from the auction sale, as well as, the remaining balance of the towing and impound lien, must be paid prior to release of the vehicle. 3. All vehicles are subject to a $99 retitling fee, and the buyer will receive a title from Alaska Premier Auctions & Appraisals after the vehicle is paid for. 4. If the vehicle title is to be issued to anyone other than the named Buyer on the invoice, the Buyer must accompany the person they intend to transfer the vehicle to over to Alaska Premier Auctions & Appraisals, complete the payment, and then fill out the title transfer paperwork. 5. All vehicles must be picked up by 4:30 p.m. on the Thursday following the auction closing to avoid storage fees of $100/day. 6. Vehicle previews will take place from 10:00 a.m. to 4:00 p.m. on the Friday before the auction ends and from 10:00 a.m. to 4:00 p.m. on the Monday before the auction closes. 7. After the vehicle preview period closes, no one will be able to access any vehicles until the Buyer has paid for their vehicle and scheduled their pick-up time. 8. Buyers must present their paid-in-full receipt and/or new title in order to access or claim their vehicle from Fred’s Towing & Recovery’s yard. 9. All Buyers must schedule an appointment to pick up their vehicle from Fred’s Towing & Recovery’s yard. This allows Fred’s Towing & Recovery to ensure their vehicle is not blocked in and one of their employees is available to assist them with the vehicle removal. 10. Buyers who arrive at Fred’s Towing & Recovery’s yard to pick up their lots after 4:30 p.m. or who remain in their yard after 5:00 p.m. on weekdays will be charged a $75 after-hours fee. 11. Vehicles picked up on weekends, with express written permission from Fred’s Towing & Recovery, will be subject to a $75 after-hours fee. 12. Bidders and anyone accompanying them to preview vehicles must be at least 18 years old and present a valid photo ID at check-in. 14. Bidders wishing to start a vehicle at preview must provide a credit card to Fred’s Towing & Recovery or a $50 cash deposit to check out a key for the vehicle. Credit cards will not be charged unless the bidder fails to return the key to the office. 15. Bidders may not use their own jump boxes to attempt to start a vehicle unless they obtain permission from an employee of Fred’s Towing first. An employee from Fred’s Towing will use a company jump box to attempt to start vehicles at the bidder’s request. A maximum of three cranking attempts will be made on each vehicle at preview. 16. Fred’s Towing & Recovery reserves the right to refuse to allow any bidder to attempt to start any vehicle if doing so presents a risk to the vehicle, equipment, or any persons. 17. Starter fluid and/or gasoline in a carburetor may not be used to attempt to start any vehicle at any time. 18. Buyers may NOT work on vehicles except to change a battery, add fuel or fluids, or add air to tires. The use of jacks of any kind is expressly prohibited. 19. Vehicles may not be pushed or towed out onto the public street. Fred’s Towing & Recovery will only move a vehicle onto the street for pick-up if the Buyer is present with a trailer or car dolly and winch of adequate size to load and remove the vehicle, OR unless another tow company contacts them to confirm a tow has been scheduled and paid for by the buyer. 20. No private vehicles will be allowed inside the tow yard at any time. If the Buyer plans to remove their vehicle using a trailer, they must call ahead to ensure Fred’s Towing & Recovery has a wrecker on hand to assist them. Most hand-operated cable winches are not adequate for winching a vehicle onto a car trailer. Fred’s Towing & Recovery is usually able to assist Buyers with loading vehicles onto a trailer using a wheel lift wrecker for a $50 fee. 21. Tow straps may not be used to remove vehicles from Fred’s Towing & Recovery’s yard at any time. 22. Tow-outs for vehicles under 9000 lbs GVWR will be provided by Fred’s Towing for Buyers at a discounted flat rate of $100 to any address within a 10-mile radius of their yard. An additional fee of $5/mile will be charged for any drop locations beyond a 10-mile radius unless otherwise agreed upon. Additional fees may apply for larger vehicles, vehicles without keys that require skates, dollies, or disconnects, vehicles with flat or missing tires, or other circumstances requiring additional labor. Please ask for a quote PRIOR TO BIDDING for larger vehicles, longer distances, vehicles with listed condition issues, or if the vehicle is stated that it does not run. 23. Tow-out fees must be paid in advance of the vehicle being moved and will be scheduled at Fred’s Towing & Recovery’s convenience as equipment and scheduling allow. Buyers wanting same-day or scheduled tow-outs must pay their regular published rates and are not eligible for the discounted rate. Please call for a quote PRIOR TO BIDDING. 24. Buyers may use any other tow service to remove the vehicle from Fred’s Towing & Recovery’s yard; however, proof of payment and a copy of the title must be provided in writing to them via text at 907-243-4037 or sent with the tow company's driver in order for them to release the vehicle for pick-up. 25. Buyers who abandon vehicles they purchase from the auction on a public street or private lot near Fred’s Towing & Recovery’s tow yard will be banned from future auctions.

12. 16. No private vehicles will be allowed inside the tow yard at any time. If the Buyer plans to remove their vehicle using a trailer, they must call ahead to ensure Fred’s Towing & Recovery has a wrecker on hand to assist them.
